In addition, we have found a deficiency in the bill that cannot be             
corrected editorially.  Due to a floor amendment in the House of               
Representatives, the provisions of AS 09.10.053, enacted in sec. 4, are        
not clear.  Because it is uncertain that our editorial powers are              
sufficient to correct the error, this section should be addressed in a         
revisor's bill.
